1. Seaman's discharge book (First time receiving)
Seafarer to the Registry of Seamen presents the originals of the following documents:
- Latvian citizen’s or non-citizen’s passport; or a foreigner’s travel document and a permanent residence permit issued by the Office of Citizenship and Migration Affairs; or a travel document issued by the Republic of Latvia with a permanent residence permit issued by the Office of Citizenship and Migration Affairs for a person who has been granted refugee or stateless person status, or a person who has been granted alternative status;
and submit the following documents:
- reference from employer;
- certificate of competency;
- Certificate of proficiency – Basic Safety Training (if there is no valid STCW certificate of competency).
2. Seaman's book (for students)
Student to the Registry of Seamen presents the originals of the following documents:
- Latvian citizen’s or non-citizen’s passport; or a foreigner’s travel document and a permanent residence permit issued by the Office of Citizenship and Migration Affairs; or a travel document issued by the Republic of Latvia with a permanent residence permit issued by the Office of Citizenship and Migration Affairs for a person who has been granted refugee or stateless person status, or a person who has been granted alternative status;
and submit the following documents:
- reference from educational institution;
- Certificate of proficiency – Basic Safety Training.
3. Seaman's discharge book for person who is employed to perform specific task on ship
E.g. ship repairman, member of the service personnel on a passenger ship, employee of the shipping company.
To receive or exchange a seaman’s discharge book a seaman, who is employed to perform a specific task on a ship to the Registry of Seamen presents the originals of the following documents:
- Latvian citizen’s or non-citizen’s passport; or a foreigner’s travel document and a permanent residence permit issued by the Office of Citizenship and Migration Affairs; or a travel document issued by the Republic of Latvia with a permanent residence permit issued by the Office of Citizenship and Migration Affairs for a person who has been granted refugee or stateless person status, or a person who has been granted alternative status;
and submits the following documents:
- reference from employer;
- Certificate of proficiency – Basic Safety Training ;
- seaman’s discharge book, which has reached its expiry date or which the seafarer wishes to exchange;
4. Seaman's discharge book exchange
Seafarer to the Registry of Seamen presents the originals of the following documents:
- Latvian citizen’s or non-citizen’s passport; or a foreigner’s travel document and a permanent residence permit issued by the Office of Citizenship and Migration Affairs; or a travel document issued by the Republic of Latvia with a permanent residence permit issued by the Office of Citizenship and Migration Affairs for a person who has been granted refugee or stateless person status, or a person who has been granted alternative status;
and submit the following documents:
- reference from employer;
- certificate of competency/proficiency;
- Certificate of proficiency – Basic Safety Training (if there is no valid STCW certificate of competency);
- seaman’s discharge book, which has reached its expiry date or which the seafarer wishes to exchange .
5. Lost, stolen, robbed, destroyed or cancelled Seaman's discharge book
Seafarer to the Registry of Seamen presents the originals of the following documents:
- Latvian citizen’s or non-citizen’s passport; or a foreigner’s travel document and a permanent residence permit issued by the Office of Citizenship and Migration Affairs; or a travel document issued by the Republic of Latvia with a permanent residence permit issued by the Office of Citizenship and Migration Affairs for a person who has been granted refugee or stateless person status, or a person who has been granted alternative status;
and submit the following documents:
- reference from employer or reference from educational institution;
- certificate of competency/proficiency;
- Certificate of proficiency – Basic Safety Training (if there is no valid STCW certificate of competency);
- seafarer’s written explanation of the circumstances regarding the loss, stealing, robbing or destruction of the seaman’s book;
- response of the State Police to the person’s submission (in cases, where the seaman’s discharge book was stolen or robbed).
