Monitoring arrangements for recognised organisations

The supervision of the recognised organisations is carried out by the Maritime Safety Inspectorate of the Maritime Administration of Latvia in accordance with the CCabinet Regulation No. 424 Adopted 31 May 2011 Procedures for the Supervision of Classification Companies (Recognised Organisations).

 

The supervision of recognised organisations is carried out in accordance with the procedure approved by the quality management system of the Maritime Administration of Latvia. The procedure is based on the requirements of the Code for Recognised Organisations and Directive 2009/15/EC of the European Parliament and of the Council of 23 April 2009 on common rules and standards for ship inspection and survey organisations and for the relevant activities of maritime administrations.

 

The assessment process for recognised organisations consists of four parts:

  1. regular examination of survey reports and certificates issued by recognised organisations in the light of port State control information;
  2. assessment of the performance of recognised organisations based on the results of flag State surveys;
  3. assessment of recognised organisations based on ship survey audits, monitoring of audits of companies and ship safety management systems, and audits of offices of recognised organisations;
  4. meetings with recognised organisations, as appropriate.

Every two years, the results of the monitoring of the recognised organisations are submitted to the Ministry of Transport.
