Bulk cargo terminals

The Maritime Safety Inspectorate of the Maritime Administration of Latvia monitors and inspects bulk cargo terminals in accordance with the Cabinet Regulation No. 143 Adopted 14 February 2006 Regulations for the Safe Loading and Unloading of Bulk Carriers, the Maritime Code and other laws and regulations of the Republic of Latvia, as well as the International Convention for the Safety of Life at Sea (SOLAS) and the IMSBC International Maritime Bulk Cargo Code (IMSBC).

The Regulations lay down the safety requirements for bulk carriers related to the loading or unloading of bulk cargoes to be complied with at terminals in the Republic of Latvia in order to reduce the risk of overloading and physical damage to ship structures during loading or unloading and to ensure the harmonisation of the mutual suitability of ships and terminals, as well as the procedures for harmonised mutual cooperation and exchange of information between ships and terminals.

The Maritime Safety Inspectorate of the Maritime Administration of Latvia monitors compliance with the requirements for terminal operators, ships and terminal representatives set out in the Regulations.

In order to start operation of bulk cargo terminals and to handle bulk cargo vessels, the terminal shall comply with the Cabinet Regulation No. 143 Adopted 14 February 2006 Regulations for the Safe Loading and Unloading of Bulk Carriers.

Requirements for bulk cargo terminals:

  1. The terminal must have a quality management system in place as required by Cabinet Regulation No 143 of 14 February 2006 “Rules for the Safe Handling of Bulk Cargo Ships”.
  2. The terminal shall comply with the requirements set out in Cabinet of Ministers Regulation No 143 of 14 February 2006 ‘Rules for the Safe Handling of Bulk Cargo Ships’.
  3. The Maritime Safety Inspectorate shall carry out periodic inspections twice a year to verify the implementation and maintenance of these rules.

Terminal inspections are a paid service in accordance with Article 6, paragraph 2 of the Maritime Administration and Maritime Safety Law and the Pricelist for Paid Services of the State Limited Liability Company “Maritime Administration of Latvia”.
