The ship has translation to Russian of the stability booklet (not approved). The ship has copy of original Stability booklet in Romanian (of which not understood by the Master and loading officer). Class has ”Provisionally approved pending final approval by RINA plan approval Centre p. Tallinn (EST), 14/05/2021”. Class has confirmed that approved Stability booklet will be on board within one month. Master instructed to record down all stability calculations to log book. Crew members are not familiar with their specific duties (for example navigation records keeping), equipment, procedures (for example – no lookout at the time of collision) that are relevant to their routine duties. Familiarization procedure on board in not effective. Familiarization for Master not found on board.

The principles of safe navigation watch due to the lack of proper and effective lookout was not maintained in compliance with rule 5 of the International Regulation for Preventing Collisions at Sea, 1972 causing the collision with the fishing vessel Baltic Sea at 15.07.2020/11:48LT 57.29,6N 021.17,8E . The existing watch keeping procedures and principles on board the ship are highly ineffective and dangerous for safe navigation in the future.

During inspection observed that self closing fire door on captain deck entrance is not closing fully / malfunctioning, as well as fire doors on galley and one door in engine room is fitted with self made hold back hooks. Repeated deficiency.

No water in toilet and washbasin in common toilet on upper deck, in common toilet on poop deck as well as in some crew toilets. Repeated deficiency.

There is no evidence that wages are paid to the crew for months of January and February 2019 and crew admits this.
