Safety Management System (ISM Code)

General information

The procedure for monitoring compliance with the requirements of the International Safety Management Code (ISM Code) is governed by the Law on Maritime Administration and Safety and European Commission Regulation (EC) No 336/2006 on the implementation of the ISM Code within the Community.

Compliance with the requirements of the ISM Code is binding for the registered in the Latvian Register of Shipping:

  1. cargo ships of 500 gross tonnage and above and passenger ships engaged on international voyages;
  2. cargo ships of 500 gross tonnage and upwards and passenger ships engaged exclusively on domestic voyages;
  3. mobile offshore drilling units of 500 gross tonnage and above operating under the authority of the Latvian State;

as well as shipping companies operating such vessels or drilling rigs.

Safety management system certification

At the choice of the shipowner, the Maritime Safety Inspectorate of the Maritime Administration of Latvia or a classification society recognised by it shall monitor compliance with the requirements of the ISM Code for cargo ships of 500 gross tonnage and above and passenger ships engaged in international navigation, as well as for the shipping companies managing these ships. The supervision of compliance with the requirements of the ISM Code for cargo ships of 500 gross tonnage and upwards and passenger ships engaged in domestic operations, as well as for the shipping companies managing such ships, shall be carried out exclusively by the Maritime Safety Inspectorate of the Maritime Administration of Latvia.

In order to verify compliance with the requirements of the ISM Code or Regulation (EC) No 336/2006, the Maritime Safety Inspectorate or a classification society recognised by it verify the company and its ship safety management system in accordance with the requirements of International Maritime Organisation Resolution A.1118(30) “Guidelines On The Implementation Of The International Safety Management (Ism) Code By Administrations”, as amended by Res.A.1118(30)/Corr.1, and issue or approve the relevant certificates.
