Documents Required

In order to obtain seafarers’ qualification certificate (certificate of competency or certificate of proficiency), the applicant shall submit to the Registry of Seamen:

  • Current certificate of competency and its endorsement or certificate of proficiency (if any).

and present originals of the following documents:

  • Person’s identification document;
  • Seafarer’s medical fitness certificate;
  • Document attesting maritime professional education (also documents attesting vocational further education or professional upgrading education);
  • Documents attesting seagoing service (e.g. record in the Seaman’s book, Statement of Sea Service);
  • Certificates of special training and courses necessary for obtaining the relevant qualification (“Special Competency Requirements According to the Qualification of the Seafarer”);
  • Graduates of maritime educational institutions in addition shall enclose the completed and approved training record book.

In order to obtain certificate of proficiency on tankers, the applicant shall submit to the Registry of Seamen:

  • Current certificate of proficiency, if any.

and present originals of the following documents:

  • Person’s identification document;
  • Current certificate of competency, if any;
  • Seafarer’s medical fitness certificate;
  • Documents attesting seagoing service (e.g. record in the Seaman’s book, Statement of Sea Service);
  • Special training course certificate (basic or advanced course)

In order to obtain qualification certificate (certificate of competency) of GMDSS (or radio communication) operator, the applicant shall submit to the Registry of Seamen:

  • Current certificate of competency and its endorsement, if any.

and present originals of the following documents:

  • Person’s identification document;
  • Seafarer’s medical fitness certificate;
  • Document attesting professional maritime education (kuģu vadītāja, radio elektroniķa vai radio operatora);
  • GMDSS (or radio communication) course certificate.

In order to obtain fishing vessel and fishing boat crew qualification certificate (certificate of competency), the applicant shall submit to the Registry of Seamen:

  • Current certificate of competency, if any.

and present originals of the following documents:

In order to obtain inland waterway ships’ crew qualification certificate, before submitting documents to the Registry of Seamen, the applicant’s qualification has to be assessed by ports’ Examination Commission (in Riga, Ventspils or Liepaja).

Ports’s Examination Commission submits to the Registry of Seamen the Protocol of assessment, which shall comprise the restrictions regarding ships’ gross tonnage and main propulsion machinery that must be included in the certificate of competency. The applicant shall submit to the Registry of Seamen:

  • Protocol of assessment;
  • Current certificate of competency, if any.
